BFM Releases More Accessible Summary of Final Draft Regulation

Barrier-Free Manitoba has now released an alternative and more accessible summary of the Consultation Draft of the proposed customer service standard regulation (Word / PDF).

The draft regulation released by the Minister (Word / PDF) is presented in the style and format of an actual regulation. This is an interesting choice. On the positive side, you see exactly what is being proposed. As such, it reads like a legal document and does not include the helpful explanations included in the earlier discussion papers. This will mean that revisions can be made more easily and quickly before the Minister forwards an improved version of the regulation for Cabinet approval.

The negatives of the choice are the flip side of this. It reads like a legal document. This may be a delight for those who enjoy reading legislative documents, cookbooks and dictionaries. However, for most members of the general public, the document is thick with legalistic jargon. It is also not organized in ways that make it is easy to follow or understand.

In consultation with the Disability Issues Office, Barrier-Free Manitoba has developed an alternative summary that presents the same information in a somewhat more accessible format and with less reliance in legalistic jargon. Barrier-Free Manitoba, alone, is responsible for any errors and ommisions.

While still far from a true plain language version, we hope that is it helpful.
