Government's Accessibility Bill
Expected to Receive Third Reading Today

New legislation that would remove barriers and improve accessibility for everyone is expected to be read for a third time today, Finance Minister Jennifer Howard, minister responsible for persons with disabilities, has announced.

"Nearly one in six Manitobans has a disability and this number is expected to increase, due in part to an aging population," said Minister Howard. "This legislation will lay out a framework to guide the development and implementation of accessibility standards to improve the independence and social inclusion of Manitobans where they live, learn, work and play."

The main goal of the bill is to prevent barriers by working with the public and private sectors on longrange plans.

"Once the legislation becomes law, we will be able to begin working to raise awareness of the need for full accessibility and share the benefits this will have for Manitobans," said Jim Derksen, chair, Manitoba Accessibility Advisory Council. "We look forward to working with the province to reach out to the public and stakeholders to create a clear understanding of the simple steps needed to create accessibility for all."

Under the legislation, accessibility standards would be developed to help eliminate physical, system and other barriers in such areas as building design, information services and employment practices.

"We're pleased to be able to take part in improving accessibility by providing input and advice," said Lanny McInnes, prairie director, Retail Council of Canada. "Knowing what needs to be done will help retailers in Manitoba take concrete steps to improve accessibility for their customers."

The standards will be developed through extensive input and consultation with stakeholders to ensure a clear understanding of the obligations of individuals and organizations, the minister said, adding the public sector will lead the way in complying with the new standards before they affect the private sector.

She noted the third reading of the legislation is scheduled to take place today on the United Nations International Day of Persons with Disabilities.

"This year, the theme of the day is to break barriers and open doors for an inclusive society for all," said Minister Howard. "We are proud of this bill and of our record in helping improve the lives of Manitobans with disabilities."
