Minister Responds to BFM's Concerns Regarding First Annual Implementation Plan

Minister Irvin-Ross has official responded to BFM's May 22, 2015 review of the first annual implementation plan as required by the Accessibility for Manitobans Act (AMA).

Folllowing is the text of her response.


Dear Mr. Falconer:

Thank you for your email on May 22, 2015, regarding the Manitoba Government’s first Annual Plan with respect to The Accessibility for Manitobans Act (AMA). As Minister responsible for Persons with Disabilities, I recognize the important role I have been entrusted with and am happy to respond to your comments.

The AMA represents a significant achievement in realizing our vision of an accessible province, where all Manitobans can work, learn and play in a society free of barriers. More than a year since its enactment, we are proud of what we have been able to accomplish, but recognize that considerable work remains to be done.

As stated in the Annual Plan, government leadership is crucial to the success of the AMA. One of the ways the government demonstrates leadership is by requiring accessibility plans of the Government of Manitoba, municipalities and public sector organizations. Accessibility plans are designed to proactively identify systemic barriers in the delivery of an organization’s programs and services.

While smaller municipalities and public sector organizations have until 2017 to complete accessibility plans, we have ensured that all public bodies that deliver essential government services, such as health and education, are bound by the 2016 timeline. By staggering the implementation process of the more than 400 public sector bodies, we can more effectively support implementation.

As you also noted in your email, the Annual Plan did not address the issue of staffing of the Disabilities Issues Office (DIO). Within the last month, the DIO has hired a Policy Analyst, and are finalizing one other offer of employment. The talents and energies of these two new staff will help the DIO move forward and fulfill commitments contained in the AMA.
